Prime Minister RafiK Hariri - Lebanon


Prime Minister Rafik Al Hariri has been bestowed the prestigious Special Citation of the UN-HABITAT Scroll of Honor Award, 2004, for his outstanding and visionary leadership in the post-conflict reconstruction of Lebanon . He deserved the award for his achievements in planning, designing and executing projects, fundraising and restoring peace in Lebanon which has been destroyed in the 16-year civil war. He also made great achievements in urban and infrastructure reconstruction including new road, telecommunication and electricity networks, hospitals and clinics, etc..

King Bhumibol Adulyadej of Thailand


His Majesty Bhumibol Adulyadej, the King of Thailand, was awarded the Scroll of Honour in recognition of His Majesty's outstanding contribution to sustaining habitats and improving the quality of life of the people in cities and communities in Thailand. Most important of his achievements were the control of pollution in Bangkok, early treatment of polluted water in lakes and rivers in addition to resolving the problem of water and floods in the south of the country.

President Joaquim Chissano of Mozambique


He was awarded the Scroll of Honour For of his tireless efforts to uplift the lot of the poorest of the poor in Africa. He was also feted a champion of the urban and rural poor in his own country. President Chissano never missed an opportunity as Chairman of the African Union to bring their plight to the world stage. He was instrumental in lending political support to the drive by African mayors to devolve authority to local governments so that basic services such as water, sanitation, electricity and shelter could be ensured.

King Carl XVI Gustaf of Sweden


He was granted the Scroll of Honour Award for his tireless campaigning to promote an environmentally sustainable human habitat.
His long-standing commitment to the natural environment and climatic change was one of the reasons. He also instituted the King Carl Gustaf Environmental Competition and the "Royal Colloquium", an international environmental symposium held regularly in Stockholm. He has always emphasized in his work on the importance of urban-rural linkages to ensure sustainable development. The King has recently brought to the foreground the links between climate change, natural disasters and their impacts on cities, towns and rural human settlements.

President Rudolf Schuster - Slovak Republic


He merited the Scroll of Honour award for his dedication and leadership as a mayor and leader in the improvement and restoration of the city of Kosice.
